Description: The plaintiff was the victim of a robbery in which he sustained gunshot wounds to his chest and groin on December 22, 2013. At this time he was arrested and taken to Lutheran Medical Center before being taken to the nearby precinct. The defendant officers failed to forward the paperwork necessary to schedule an arraignment of the plaintiff on December 28, 2013. The charges were not stated in the complaint nor was the outcome.
