Description: On July 4, 2016, Ms. Albert, Mr. Small, Albert's son, and their infant son were driving home when they were cut off by a swerving car driven by defendant Officer Isaacs. Isaacs was off-duty at the time. At a traffic light, Mr. Small got out of his car and approached defendant Isaacs' car. Defendant Isaacs rolled down his window and shot Mr. Small three times, in full view of Ms. Albert and their children. When they arrived at the scene, defendant Officers Scarlatelli, Zelikov, Tavares, and Corso physically prevented Ms. Albert and her children from aiding Mr. Small. Description: On July 3, 2016, plaintiffs (partner of deceased and her children) were driving home from a party with the deceased when an erratic driver cut them off and nearly hit their car. The driver was an off-duty NYPD officer, Wayne Issacs. When both cars stopped next to each other at a traffic light, the deceased got out of his car and approached Issacs's car. Issacs rolled down his window, pulled out a gun, and shot the deceased three times with his NYPD-required firearm. The plaintiffs were approximately seven feet away, and watched unobstructed as Issacs shot the deceased.
