Description: On November 10, 2018, Defendants Officers Diaz and Lopez began pursuing Plaintiff's decent, Steven K. Goddard, who was riding his motorbike with his girlfriend riding on the seat behind him, at a high rate of speed for no legitimate law enforcement purpose. It was cold, dark, and raining, and the roads were wet and slippery. Defendants Diaz and Lopez knew Plaintiff's decedent and had interacted with him previously about not wanting him to ride his motorbike and were angry that he continued to do so.
