Description: On June 5, 2015, plaintiff was in the lobby of a building with a group when officers approached. Others in the dropped their bags and ran, and plaintiff, who feared she would be associated with their contraband, fled as well. Plaintiff, trying to flee an illegal arrest, tried to scale a fence and was caught in barbed wire. Officers caught up and refused to administer aid, leaving plaintiff in pain. At the building, officers had recovered a gun and pistol, but never saw plaintiff have possession of the bar or try to determine from plaintiff or other witnesses who owned the gun. Yet, Officer michael Guradino placed plaintiff under arrest for the gun. Plaintiff was taken to the hospital, where she was handcuffed ...
