Description: On April 14, 2022, plaintiff, a Caucasian male, was lawfully on his bicycle traveling home after lawfully participating in a protest in the immediate vicinity. Defendant-officers, including Officer Brian Tarsnane (Shield No. 05534), unlawfully approached and stopped plaintiff without probable cause, valid search or arrest warrant, or any legal justification. Plaintiff politely inquired as to the pretense for the stop. Defendant officers ignored plaintiff. Defendant officers aggressively seized person about his head and body, unlawfully searched his person, clothing, and personal belongings, and physically seized plaintiff's bicycle.
