Description: On or about January 14, 2013 at approximately 12:00 AM, Plaintiff was driving his car when he was pulled over by officers. Officer Paul Stueve and other unknown officers asked Plaintiff for his identification and questioned why Plaintiff's license plate was in the front seat of his car, to which Plaintiff explained it had fallen off earlier that evening when another car backed into his. An unknown officer then reached through the car window to unlock Plaintiff's driver side door and physically pulled Plaintiff out of the car, slammed him on the hood and handcuffed him. Plaintiff was searched and the officers took $2600 cash out of his pockets.
