Description: On January 22, 2016, at approximately 6:25 PM, Plaintiff Yolanda Felipe was driving near 188th Street and Creston Avenue in Bronx County, New York, intending to visit her mother. After receiving permission from Officer Fanny Souffront to move a traffic barrier, she was confronted by Sergeant Alexis Fernandez, who refused to let her proceed. During the encounter, Sgt. Fernandez allegedly used a racial epithet, threatened to arrest her and her 13-year-old daughter, and ultimately ordered her arrest for charges including unlicensed operation of a vehicle and disorderly conduct.
