Description: Plaintiff and his brother were waiting for a friend outside the friend's apartment when defendant officers approached, told them to move, and while they were complying, defendant officers Conejo and Forshey arrived and started hassling them. Defendant Officers ordered Plaintiff and his brother against the wall, handcuffed him, and then assaulted and maced him. Plaintiff was taken to the hospital and charged with Resisting arrest, OGA, and dis con, which were ACD'd at arraignments.
