Description: On June 5, 2016, plaintiff Jerry Ison was arrested and arraigned on a criminal complaint charge in Queens County, New York. He complained of injuries suffered at the hands of the complainant and his family members and was taken to hospital. After requesting to be taken back for follow-up treatment, plaintiff finally returned to the police station at around 7:55pm. He later again requested to be taken back to the hospital and was escorted by P.O. Mui #4945. Unlike on previous occasions, P.O. Mui grabbed his left arm to handcuff him behind the rear, despite him stating that he was paralyzed in his left arm and could not be handcuffed in that position.
