Description: On January 14, 2019, around 7:00pm, officer Seung Yoo and unnamed officers illegally stopped and searched Plaintiff without an arrest warrant. Defendants placed handcuffs too tightly on Plaintiff, causing lacerations on Plaintiff's wrists. Plaintiff was illegally searched, including a strip-search with cavity inspection, questioned, photographed and fingerprinted. Plaintiff was unlawfully detained until his eventual release at 10:00pm.
