Description: On December 7, 2022, the plaintiff was lawfully driving her vehicle when defendant-NYPD Officers, including NYPD Officer Giovanni Insuasti, unlawfully stopped and subsequently searched plaintiff without reasonable suspicion to justify such an interaction. Defendant-officers recovered no contraband from this unlawful stop and search. Despite this, defendant-officers, including Officer Insuasti, arrested plaintiff using excessive force by applying excessively tight handcuffs. Present NYPD officers failed to intervene despite the lack of probable cause for such an arrest.
