Description: On November 7, 2013, Plaintiff Miguel Santiago was ordered to disembark a #1 subway train at the 125th street station by NYPD Officer JASON SAFUTO. Once on the platform, Officer SAFUTO grabbed Plaintiff's arm, and placed it behind his neck, causing the Plaintiff great pain due to pre-existing injuries to Plaintiff's neck, back, shoulder, wrists, and ankles, which required Plaintiff to walk with a cane. After grabbing the Plaintiff, Officer Safuto also snatched away his cane, stated "You don't need this..." and threw it to the ground.
