Description: On March 14, 2012, at about 7:00pm, Plaintiff Sheldon Reid was a passenger in a car driven by his girlfriend, Elaine Feliciano. After Feliciano stopped her car adjacent to P.S. 87 park where she and Reid were meeting their daughters, Reid exited the car. As Reid walked to the back of the car, he was approached by NYPD officers TIMOTHY SEGER and STEFANO MISCIAGNA who had stopped their patrol car directly behind Feliciano's car. The officers did not activate their emergency lights before approaching Reid. In response to the officers' interrogatories, Reid explained that he was meeting his daughter in the park and that he didn't have ID.
