Description: On November 6, 2013, plaintiff was operating a work vehicle, picking up blood samples from a clinic in Queens. Defendant officer John Klein and other defendant officer John Doe issued plaintiff a parking ticket. Plaintiff attempted to explain the circumstances to his employer, observed there were no traffic signs indicating his vehicle was illegally parked, and took photos as proof. Defendants Klein and John Doe approached plaintiff and ordered him out of his vehicle, telling plaintiff he was under arrest for disorderly conduct.
