Description: On June 4, 2019, Ms. Muhammad-Cadeus attempted to obtain documents related to child support payments at an HRA Child Support Office for a hearing the next day. She was refused entry by HRA Officer Wanda Powell. Ms. Muhammad-Cadeus attempted to get the attention of staff inside the office. She was handcuffed by HRA Officer Powell and brought to a room inside the HRA Office. Officer Sharif Maky and another female officer arrived. After asking the officers to use the bathroom multiple times, Ms. Muhammad-Cadeus was forced to urinate in a bucket in the room with the other officers.
