Description: On December 9, 2012, at approximately twelve noon, Plaintiff was at or near the Bushwick-Hylan Houses, located at 131 Moore Street, Brooklyn, New York. Plaintiff was entering the building to see his friend and his friend's grandmother who live in the building in apartment 6J. As he entered the lobby, Defendant NYPD Officer Myers ran toward him and grabbed his arm. Defendant Myers demanded to know where the Plaintiff was going and Plaintiff explained that he was there to see his friend and his friend's grandmother in Apartment 6J.
