Description: On or about August 12, 2013 Plaintiff was at a retail store when he was stopped by a security officers for attempting to steal items. The security officer handcuffed Plaintiff, took him to a back room, and called the police. PO Ronald Taylor and another officer responded. Plaintiff overheard POs discussing throwing away Plaintiff's possessions, including his sneakers, cell phone, and personal identification including a birth certificate and social security card. When POs turned back to Plaintiff, Plaintiff told them they were not going to take his possessions.
