Description: On April 18, 2016, the taxi cab in which plaintiff was riding as a passenger was stopped by defendants. Plaintiff was ordered out of the vehicle by defendants and informed that he would be arrested if he did not pay the fare, although plaintiff had never given any indication that he was unwilling to pay the fare. Believing the officers had acted improperly towards him, plaintiff took out his cell phone in an attempt to document defendants' badge numbers. Defendant Marter reacted by falsely accusing plaintiff of assaulting him. Defendants arrested plaintiff and transported him to the 10th precinct.
