Description: On February 5, 2015, at approximately 3:15 AM, Plaintiff Ramon Hernandez was walking near Burnside and Andrews Avenues in the Bronx when Officers McGrisken, Oktrova, S. Lopez, Barnett, Gonzalez, Delio, Collins, To, M. Lopez, and C. Lopez ordered Plaintiff to stop moving as they approached him. Defendant Officers McGrisken, Oktrova, S.
