Description: While Plaintiff Morales was near Bay Ridge Parkway, Defendants approached him and asked him to get up against the vehicle. After searching Mr. Morales, they told him to get on the floor and when Mr. Morales told Defendants he had a knee injury, Defendants threw him onto the ground and stepped on his wrist and kicked him. He was taken to the 68th precinct and he asked for medical assistance but none was provided until he went to Central Booking.
