Description: On May 5, 2019, Mr. Patrick alleges that he was unlawfully targeted by police officers, including CARTER, DYM, SYED, and other unidentified individuals, while in the vicinity of East 14th Street and Shore Parkway in New York City. Following a dispute with a taxi driver, who had thrown Mr. Patrick’s wheelchair from the vehicle, officers allegedly assaulted him, forcibly removing him from his wheelchair and throwing him to the ground without identifying themselves or providing legal justification.
