Description: On October 6, 2022, at or near the intersection of Rodney Street and Borinquen Place in Brooklyn, NY, Defendant Officer Toscano's vehicle struck Plaintiff's vehicle at or near the right rear wheel weld. Defendant Officer Toscano, who was not on duty, proceeded to approach the door of Plaintiff's vehicle and assert that he was a police officer, cursed at Plaintiff, made threatening physical gestures towards Plaintiff, and demanded Plaintiff hand him the keys to his vehicle, all without providing the plaintiff any badge or other information that would identify Defendant Toscano as a police officer and with passengers present in Plaintiff's vehicle.
