Complaint
Description: On September 10, 2023, Luis de la Torre left his home because the NYPD was towing a vehicle owned by his brother's company. He showed Officers Wai Naing (Shield #960994) and Alexandra Melton (Shield #975026) paperwork showing that ownership, though they claimed the license plate on the vehicle was fake. Defendant Melton then handcuffed de la Torre. Sergeant Ethan Chan (Shield #956512) told the officers to arrest de la Torre, which they did. He spent over 24 hours in police custody. Defendant Melton signed a criminal complaint against de la Torre for the alleged forgery. On March 6, 2024, Plaintiff accepted adjournment in contemplation of dismissal; the case was dismissed and sealed on Sept. 5, 2024.
