Description: On November 9, 2015, the plaintiff was observing various officers in Brooklyn, when the plaintiff admonished the officers for standing around and told them to patrol the streets to make the community safer. A woman walked by and told the plaintiff to move on, after which the two of them had a brief exchange of words. Unnamed police officers John and Jane Does 1-10, as well as Police Officer Sabitini became annoyed by the plaintiff and arrested him for allegedly harassing the woman passerby. The arrest was not based on any probable cause given that the plaintiff broke no laws and was rather in retaliation for the plaintiff expressing his opinion to the officers about standing around and not patrolling the commun...
