Description: On October 18, 2018, Plaintiff King, was arrested by Defendant Brinkley and charged with two counts of assault. The night before, a man walked up to another man in front of a bar and slashed him in the face, causing a laceration. The victim bled profusely. Witnesses said the incident happened quickly and the perpetrator wore a hoodie, blocking them from seeing his face, but were able to give a general description. He fled towards Houston St and the victim’s friend chased him. Police responded and found a man in a subway station who matched the suspect's description with blood on his shirt. Police did not search or question him about the source of the blood, and released him without doing a show up. Police saw K...
