Description: Plaintiffs were at an Independence Day block party and had recently graduated from high school. The two women were approached by police officers and were told to shut down the party. As they were collecting their belongings, NYPD helicopters and sirens surrounded the scene. Plaintiffs were trying to leave the vicinity when officers shouted at Plaintiff Ms. Dumeng, and yelled "cuff her". Plaintiff Ms. Lebron then allegedly stated "let go of my girlfriend", to which a police officer responded, ìYou want to act like a boy, we will treat you like a boy!î Ms. Dumeng was then thrown to the ground, kicked, punched, and held on the floor.
