Description: On or about January 24, 2014, Plaintiff Dequan Blocker was visiting his friend's residence. Defendant police officers Luis Montalvo and Maurice Grant stopped Plaintiff while he was walking through a hallway in the building. Defendants Montalvo and Grant asked Plaintiff where he was going, and after he truthfully answered, Defendants violently threw Plaintiff against a wall and handcuffed him. When Plaintiff asked why he was being arrested, Defendants told Plaintiff that he had been "stealing electricity" by charging his cellphone in the building's hallway.
