Description: On the night of July 29-30, 2017, officers attacked the plaintiff's boyfriend without provocation, throwing him to the ground. Neither the plaintiff nor her boyfriend had any prior interaction with the officers before the attack. As the officers handcuffed the boyfriend, they bent his right pinky finger backwards, causing a fracture. Despite the boyfriend screaming in pain and informing the officers they were breaking his finger, the assault continued.
