Description: On October 18, 2014, Defendant Officer Hernandez and his partner, unknown Defendant officer Doe, approached Plaintiff Ricardo Flores at his car in front of the apartment building. The Defendant officers asked whether Flores "had anything in his car." Flores admitted to having a small amount of marijuana in his car. The officers asked Flores where he had been coming from, and Flores admitted that he had just kissed Plaintiff Leugarda Cardenas and their daughter goodnight. After consulting with each other, the Defendant officers ordered Flores to place his hands behind his back and then roughly placed Flores under arrest.
