Description: On September 27, 2011, at approximately 11 PM, Plaintiff Vaughn entered the lobby of her building at 300 Vernon Ave. in Brooklyn, New York. She noticed several police officers, including the Defendants, dragging her brother toward the door. Plaintiff's brother was handcuffed and bleeding from the face. She showed the officers her identification and asked if she could take her brother's property before he was taken to the precinct. The officer agreed to release the property, specifically a cell phone which was in the brother's back pocket, and said he would get the property and give it to her.
