Description: On October 31, 2018, Plaintiffs DG, Anthony Ellis, & Travis McMeans (ages 13-15) were trick-or-treating with friends when multiple police cars arrived from both directions, stopping near the group. Numerous officers exited their vehicles and pointed their guns at the group of children. Anthony ran east, before being tackled by Defendant POM Shingru Wang, who then handcuffed the child with excessive tightness. DG ran east as well, until Defendant Lt. Description: On July 10, 2014, Plaintiff Vasquez was standing near the 13th Precinct when Police Officer Jesse Ankele and an unnammed officer started to verbally abuse Plaintiff Vasquez, calling him names and cursing at him. This was done in front of his community, resulting in great embarrassment for Plaintiff Vasquez. The two police officers escalated their attack to physical assault and arrested Vasquez with no suspicion or cause. After being handcuffed, Plaintiff Vasquez was unlawfully searched and detained.
