Description: On Aug. 4th, 2015, plaintiff was arrested for drunk driving. After failing a field sobriety test, plaintiff was taken to the precinct. The sobriety test was conducted by officer Kessler. The plaintiff is physically disabled and so was not able to perform a walking test, and could not properly blow due to COPD. Only one test was listed after 2-3 tries by the plaintiff. The officer used a Intoxilyzer for the test.
