(Henisha Toppin’s 10-year-old son), were subjected to false arrest, false imprisonment and detention, illegal taking of property, loss of parental rights, assault and battery and use of excessive force, for acts of which plaintiffs were innocent. On the incident date, Plaintiffs were having a New Year’s Eve celebration at Toppin’s mother’s home in Brooklyn. Description: On February 22, 2021, plaintiff, an African-American male, was within the 69th Precinct, 9720 Foster Ave, Brooklyn, NY, attempting to file a complaint against a third-party. The third-party, present at the precinct, falsely alleged plaintiff of harassment. Defendant-officers, including Daniel Catalano and Christopher Scaperotta, refused to engage with plaintiff. Without probable cause, reasonable suspicion, or valid arrest, defendant-officers violently contorted plaintiff's arms, applied tight metal handcuffs, and ignored plaintiff's requests to loosen the handcuffs.
