Description: On December 31, 2015 at approximately 11:30 p.m. Plaintiff was driving when PO Matthew Borella ordered him to pull over. Plaintiff did so. PO Borella approached and asked for Plaintiff's license, which Plaintiff provided. Shortly thereafter PO Borella ordered Plaintiff to exit the vehicle. When Plaintiff did so PO Borella handcuffed Plaintiff and placed him under arrested for operating a motor vehicle while impaired or intoxicated without any reasonable grounds to do so. Plaintiff was taken to a precinct then central booking, and was ultimately released on January 1, 2016 at approximately 3:00 p.m. On February 28, 2017 Plaintiff was acquitted of all charges.
