Description: On September 13, 2019, plaintiff Christian Williams was approached by P.O. Lazarre and Lazarre demanded Williams identify himself. Williams questioned the demand and the P.O. believed to be Lazarre said Williams was skateboarding, which he was not. Williams continued to insist he was not skateboarding and P.O.s Lazarre and Garcia physically grabbed Williams and threatened to arrist him without probable cause.
