Description: On or about April 2, 2017 Plaintiff was lawfully driving when he observed police cars with lights on as if they were signaling Plaintiff to stop. PO Kyle Divirglio and/or PO Alejandro Alvarez exited their car, immediately began to curse at Plaintiff, and demanded his identification. Plaintiff provided it and one of them took the identification to a nearby restaurant. Neither officer went to their vehicle to confirm Plaintiff's identification. When Plaintiff asked why he was being detained PO Alvarez ordered Plaintiff out of his vehicle, and when Plaintiff asked again PO Alvarez attempted to remove Plaintiff from his car by pulling on Plaintiff's dreadlocks.
