Description: At approximately 4:30 p.m. on July 19, 2013, plaintiff Antonio Southerland was lawfully in the vicinity of 2881 West 24th Street in Brooklyn, NY. Mr. Southerland, who was in his car with his two year-old daughter, had stopped in front of a barbershop. Mr. Southerland heard a police officer yell, “There he is.” Multiple police officers, including Detective Kibel and Detective Christopher Ottomanelli , forcibly pulled plaintiff from his car.
