Description: At approximately 4:30 p.m. on July 19, 2013, plaintiff Antonio Southerland was lawfully in the vicinity of 2881 West 24th Street in Brooklyn, NY.
Mr. Southerland, who was in his car with his two year-old daughter, had stopped in front of a barbershop. Mr. Southerland heard a police officer yell, “There he is.” Multiple police officers, including Detective Kibel and Detective Christopher Ottomanelli , forcibly pulled plaintiff from his car. Similar stop-search-summon-release incidents happened repeatedly at least six times within a year on November 12, 2011, January 17, 2012, February 4, 2012, March 9, 2012, and March 30, 2012, and September 3, 2012, Specifically, on January 17, 2012, police officers rode the elevator and not let plaintiff leave. On February 4, 2012, the police pulled a gun and shoved it in the plaintiff’s face.
