Description: On April, 26, 2022, Plaintiff called the police while locked in his bathroom because someone had broken into the apartment and was threatening him with a gun. The officers found Plaintiff's assailant outside with a bag of Plaintiff's belongings, and allowed the assailant to re-enter Plaintiff's home. The officers then arrested Plaintiff based on false allegations. The officers tightly handcuffed Plaintiff and took him to the station. Plaintiff repeatedly complained that his handcuffs were too tight, but the officers refused to loosen them. Plaintiff remained in tight custody while he was transported to booking. No crime was found and the plaintiff was released from custody. Similar stop-search-summon-release incidents happened repeatedly at least six times within a year on November 12, 2011, January 17, 2012, February 4, 2012, March 9, 2012, and March 30, 2012, and September 3, 2012, Specifically, on January 17, 2012, police officers rode the elevator and not let plaintiff leave. On February 4, 2012, the police pulled a gun and shoved it in the plaintiff’s face.
