Description: On or about June 1, 2020, Plaintiff was walking on the street when Plaintiff encountered a line of officers impeding his forward movement. The officers ordered him to go home, even though he was committing no offense. An unidentified officer then took hold of his tote bag and demanded to see what was in it. The officer refused to return the bag and to date, Plaintiff has never received his bag back. Plaintiff attempted to extricate himself from the situation and proceeded in a different direction, but an officer advised another to "cuff him" and shortly thereafter Plaintiff was tackled.
