Description: On January 17, 2013, POs Werber, Antoine, and Jane Doe approached Plaintiff and asked if he could identify someone based on a photo. When Plaintiff could not, PO Werber asked Plaintiff to produce identification. Plaintiff asked why they wanted his identification, informing the POs that he was a peace officer. POs Werber and Antoine insulted Plaintiff, telling him they didn't know what a peace officer was. The POs proceeded to give a parking ticket to Plaintiff's friend, who was using the ATM across the street. When Plaintiff's friend asked why they were ticketing him, the POs told him that he could "thank [his] friend and his mouth," referring to Plaintiff. Plaintiff showed his identification to PO Werber.
