Complaint Description: On the date of the incident, Mr. Lyttle was walking home from work when he noticed a marked NYPD police car. Three officers exited the car. Thereafter, one of the unknown officers approached Mr. Lyttle and asked him where he was going. After Mr. Lyttle asked why he was being stopped, the officer forcefully grabbed Plaintiff's left arm and twisted it behind his back toward his right shoulder. As a result of the pain, Plaintiff screamed and the officer handcuffed him explaining that the screaming constituted disorderly conduct. Mr. Lyttle was then searched and transported to the 84th Precinct where his request to make a phone call was denied. Plaintiff then spent six hours at the precinct before being transported...
