Description: On July 11, 2019, Defendants, including Officers George Lippi and "John or Jane Doe 1-10," aggressively approached Plaintiff on the street by grabbing his body and limbs without a valid search or arrest warrant. Defendant Lippi violently contorted Plaintiff's arms behind his back and affixed excessively tight handcuffs on his wrists. Defendants either ignored or refused Plaintiff's requests to loosen the handcuffs. Defendants, including Lippi, then illegally strip-searched Plaintiff with attendant cavity inspections of his person. Plaintiff was detained for several days prior to his release.
