Description: Plaintiff was working at a tire repair shop when an individual ran inside followed by NYPD officers. Plaintiff told the officers there were dogs in the back, started to record the incident, and moved across the street when instructed. Officers then interrogated him, tightly handcuffed him, and brought him to the 73rd Precinct. Plaintiff was charged with OGA which the DA declined to prosecute.
