Description: On or about July 25, 2019, Plaintiff Gauthier found a cell phone and met its owner at a hotel to return it. Shortly afterwards, Officer Torres and four unnamed officers arrested Plaintiff Gauthier at the hotel. He was detained for 4.5 hours at the 109th precinct and was taken to a local hospital due to dangerous blood pressure levels. He was at the local hospital, under restraint, for five hours and was then taken to central booking, where his blood pressure again spiked. He was then taken to Bellevue Hospital, where he stayed for three to four hours before returning to the precinct and Queens Central Booking.
