Description: In April 22, 2020, Plaintiff Joseph Brown-Arkah was approached and was assaulted and battered by Defendants Police Officer Minoska Rodriguez, Lashonda Porterfield, and John and Jane Does. The assault and battery consisted of being grabbed, pulled out of the vehicle, thrown to the ground and then struck with knees to his face and thereafter was forcefully placed in handcuffs.
