Description: On August 12, 2012, Plaintiff was unlawfully arrested by Peace Officers at a Brooklyn housing complex, who were certified as special officers of NYPD. Plaintiff was taken to the local precinct where the Sergeant directed the Peace Officers to put Plaintiff in a cell, where he was not allowed to put his shoes back on or make a phone call. The Desk Sergeant (Raymond Benitez or Timothy Ceccini) threatened to "fuck up" Plaintiff if he kept making these requests. The Sergeant eventually entered Plaintiff's cell while he was shackled and put him in a chokehold and slammed his head against the bars multiple times.
