Description: On September 4, 2019, Plaintiff was babysitting his then three-year-old daughter (who resided with her mother). Unbeknownst to Plaintiff, P.O.s Garcia and Ramos arrived at the building in response to a report of stolen packages. Plaintiff spoke to Officers Garcia and Ramos about his girlfriend’s stolen package. Officer Garcia became hostile when Plaintiff asked questions about how to fill out a report, telling him to call 911 or 311. Officer Ramos attempted to provide Plaintiff with a form, but Officer Garcia intervened and told Plaintiff that his girlfriend should call the police.
