On 2/5/02, Street Narcotics Enforcement Unit officers stopped and searched [redacted] while he was on his way to lunch near 140th Street and Amsterdam Avenue. From an observation post, PO Maggio radioed to Sgt. Musso, PO Luparello, PO Vega, and PO Baird, who were in a marked van, descriptions of individuals who he observed making exchanges with a drug dealer he was watching. [redacted]
