On 3/14/02, [redacted]'s vehicle was pulled over by Sgt. Raymond Festino and PO Alexander Grandstaff at the corner of Bedford Avenue and Fulton Street in Brooklyn. [redacted] alleges that Sgt. Festino approached the vehicle with his firearm drawn. [redacted] also alleges that Sgt. Festino stated "Do you who know who the fuck I am. I am a sergeant. Get the fuck out of the car and sit down and shut the fuck up". [redacted] was removed from his vehicle, frisked and searched, and then his vehicle was searched by Sgt. Festino. [redacted] was later arrested and transported to the 77th precinct. [redacted] was issued three summonses and released that night.
The next day he went back to the stationhouse to obtain the items that were removed from his vehicle. He alleged that while he was at the stationhouse Sgt. Festino cursed at him and refused to give him his name and badge number when requested.
