Summary

[redacted] called IAB on 8/14/02 to report that her children were verbally and physically abused by members of the 041 precinct after her children, [redacted] and [redacted] were arrested for shoplifting. According to her children, they were detained in a bodega by a storekeeper who suspected [redacted] of stealing potato chips. Officers responded, and hit [redacted] twice in the back (Allegation A) as they attempted to handcuff him, calling him a "sissy"(Allegations B and C). [redacted] was also handcuffed and allegedly struck in the side during that process (Allegation D). As they were being removed to the 041 precinct, officers discovered that they were the children of [redacted] who is recognized by the precinct as someone who files numerous complaints. She has an open lawsuit pending against 041 precinct officers. According to the children, they were brought to the precinct, placed in the juvenile room, and handcuffed to chairs. PO Sanchez turned out the lights of the room and lifted [redacted] in his chair, shaking him (Allegation E) and threatening to throw him (Allegation F). PO Blum either "smacked" or "poked" [redacted] in the head (Allegation G), and officers called [redacted] names and called him retarded (Allegation I). They referenced past incidents with other [redacted] children and threatened to take[redacted] and [redacted] to another room and beat them (Allegation H).
